The successful Build-A-Bear Workshop franchise actually had a "scout-like" series of outfits prior to the popular Girl Scout line. These items included a brown or green vest or sash and a skirt. Included were 4 patches that attached to the vest or sash with Velcro.
Examples of pre-Girl Scout sanctioned "scout-like" items offered through Build-A-Bear Workshops.
Note the large BAB label on the brown outfit. The green vest above is missing its label.
By 2011 GSUSA and Build-A-Bear Workshops had entered into an agreement to license some uniform items. This 1st Generation of GSUSA/BABW uniform items included the blue vest (dated May 2011) and the brown vest (dated June 2011). Both have the GS tag attached. I assume there was a green vest as well.
The BABW neck label is about half the size of the label shown above.
In 2012 came the launch of the first bear in the Girl Scout series and the 2nd Generation of uniform sets along with a casual outfit and the first set of underwear. The uniform sets; Daisy, Brownie, Junior and Cadette/Senior/Ambassador, remained the same for a few years.

From the beginning, the bears could be purchased with or without a full uniform set. Uniform sets ($12.50) were sold separately. They did not include shoes or socks. I'm still researching on if it included the white shirt.
The skirts and pants do not carry any labels. It's likely the Daisy tights don't as well. The pants have a "Build-A-Bear" button on the front waistband.
2nd Generation uniforms are easily identified by the GSUSA Identification Strip and the GS label.
The 2nd Generation of outfits included a green & white striped hoodie with a denim skirt sporting a white ruffle with green trefoils as a casual outfit. Separately, underwear with a green elastic waistband with "girlscouts" in white and white trefoils. The fabric is white with green, lime green and pink trefoils. This particular example dates from 2013 and sold for $4.
The 3rd Generation of GSUSA/BABW uniforms reflect the changes in the Girl Scout uniform. The GSUSA Identification Strips on every sash/vest/tunic changed in 2014. The old-familiar red/white/blue shield was changed out for a solid green trefoil. The GSUSA trademark label also changed.
